libjira-client-perl software package provides Perl interface to JIRAs API, you can install in your Ubuntu 16.04 LTS (Xenial Xerus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libjira-client-perl
libjira-client-perl is installed in your system.
Make ensure the libjira-client-perl package were installed using the commands given below,
$ sudo dpkg-query -l | grep libjira-client-perl *
You will get with libjira-client-perl package name, version, architecture and description in a table
